Review panel: three reviewer workers look at one PR

Review hands a PR to one worker. A single review tends to find one kind of problem.

Proposal

• On a PR, Review panel… seats up to three workers, each with a different lens: correctness, security, performance / simplicity (editable).
• They run in parallel, read-only.
• Their findings are deduplicated and posted as one review with inline comments, or shown in the PR window first for a human to trim.
• In the office, the three sit together at the planning table (or adjacent desks).

Acceptance

• A PR sent to the panel ends up with one combined review whose comments are tagged by lens.
