D-DT64-AUTH census (plan d-dt64-method-authority-census-v1.md). The operator decided that DT64 (0xFFFF::0xF###) is the only method authority. This PR adds the census and a two-way ratchet; it migrates nothing.

  • sweeps crates/*/src/**/*.rs for lens definitions (compose_classid(HARDCODED…) and matches them against the LENS rows in both directions;
  • replays the polyfill declaration against its row in a fresh BindStore;
  • checks that every LAB token still occurs (C2);
  • includes a can-fire test (C1) and a silence test (C3).
• lance-graph-xlog/tests/dt64_census.rs checks XLOG's own row. It lives in XLOG because R2IL does not depend on XLOG, and this PR adds no dependency.

Also in this PR: the post-merge record for #1926 (merged ade765d6f) in PR_ARC_INVENTORY and LATEST_STATE.

Findings (written up in board entry 2026-11-02-d-dt64-auth-census-shipped):

• R2IL's own src/ never declares the polyfill lens. Only tests and consumers do, and the executor admits words against that declaration. The row therefore pins polyfill_arities().
• r2il::procs is reached from production code (lance-graph-nal) without going through admission. It is listed as LAB, to be removed once OGAR has PROC_DEF/PROC_CALL.

Limits:

• The sweep only sees lenses defined with compose_classid(HARDCODED…. A behaviour lens written as a raw literal is not detected.
• The census executes nothing through DT64.

Test Plan

• cargo test -p lance-graph-r2il --test integration dt64_census: 6/6 pass.
• cargo test -p lance-graph-xlog --test dt64_census: 1/1 passes.
• clippy -D warnings and fmt are clean on both crates.
• Disable runs. The census was committed first, and every edit anchor was asserted. Each disable turned the expected tests red, and the suite was green again after restoring:
  • D1, a new lens definition in polyfill.rs: the two-way sweep, the C1 test and the silence test fail.
  • D2, a stale LAB token: every_lab_exception_still_deviates and the silence test fail.
  • D3, a word appended to polyfill_arities() without updating the row: the declaration replay fails.
  • D4, the sweep comparison switched off: C1 fails.
• Board gates: entries index regenerated, supersession index unchanged, no new citation decay, append-only gate OK.
