Adds §1d to .claude/plans/d-dt64-7-behaviour-addressing-registration-v1.md with the operator's decisions:

• O7, concern ranges:
  • F0__: shared relational algebra.
  • F1__: XLOG-exclusive, used only after XLOG is promoted.
  • F2__: ONNX.
  • F3__: the TensorFlow family, including TFLite.
  • F4__ / F5__: genuinely SQL- or Gremlin-specific semantics, filled only where a gap is measured.
  • F6__ and above: reserved.
  • Aliases never create duplicate operators.
• O8, where composition happens: DT64 owns the 0xFFFF authority. The application assembly layer composes it with OGAR's authority. lance-graph-ogar does not gain a dependency on lance-graph-dt64.
• O9, behaviour-lens labels: a behaviour lens takes its field labels from its full u32 classid. This goes through a new ClassView accessor that leaves existing callers unchanged.
  • Data classes and the 0xC401 reading keep their current behaviour.
  • An unknown behaviour lens is refused instead of falling back to its class's labels.
  • The 256-position limit stays as it is.
• O10, consumer labels: each consumer supplies its own ClassView, and Activation does not change. Registration ties the authorized owner and the activation to a versioned label-basis witness, and refuses a call that does not match it.

The plan also records the execution order. Each step is a separate PR, written test-first, with a disable run and a check that existing behaviour is unchanged:

1. L4: production alias views.
2. L1: the full-classid label basis.
3. L5: the consumer ClassView with its witness.
4. L2/L3: composition in the host, with activation checks.

The four open-decision rows are marked DECIDED and point to §1d. STATUS_BOARD gets rows for L1, L2, L4 and L5, and D-DT64-7-0 is marked shipped.

Checks: citation_decay reports 0 new decays; append_only_gate and fruits_index pass.
