Add SYS-MPAM rule-based execution - #593

- Add SYS-MPAM rule coverage source JSON. - Add generator support for producing checklist Markdown and CSV outputs. - Add generated SYS-MPAM checklist Markdown and downloadable CSV coverage matrix. This commit only adds the SYS-MPAM testcase checklist artifacts. - Route the SYS-MPAM UEFI and bare-metal apps through the rule-based execution flow using ARCH_SYS_MPAM. - Expand ARCH_SYS_MPAM through mpam_rule_list[] and apply MPAM version filtering in the rule orchestrator. - Enable the rule framework for bare-metal MPAM with BAREMETAL_MPAM_BUILD and remove the legacy MPAM executor from that build. - Use MPAM_VERSION_B_c consistently in defaults, help text, and rule metadata. - Use exact SYS-MPAM specification IDs without the rules-writing R reference prefix. - Map covered SYS-MPAM rules from the checklist to concrete ACS test entries. - Add SYS-MPAM UEFI and bare-metal build-gated test entry function mappings. - Update referenced MPAM test entry signatures for rule-runner execution. - Reuse common UEFI ACS helpers for MPAM CLI parsing, selection summary, and table setup. - Add MPAM_VERSION_SENTINEL validation and advertise -l MPAM_VERSION_e values in help output. - Add SYS-MPAM UEFI build gating and EDK2 patch build option support.
