Upgrade the minimum version constraint of google-cloud-mldiagnostics to latest supported version.

• Why this change is being made: Updates google-cloud-mldiagnostics minimum version floor to 1.0.6 to ensure compatibility and pick up recent diagnostic package updates across TPU and GPU setups.
• Problem solved: Keeps MaxText package requirements aligned with the latest google-cloud-mldiagnostics release.
• Implementation details: Updated version bounds in:

  • src/dependencies/requirements/generated_requirements/cuda12-requirements.txt
