- [BUG] As Stand In to a Match added Players get ELO even if they didnt play 5stack-panel#626: players added as stand-ins no longer get ELO unless they actually played. Benched subs of a team that showed up in full are no longer marked as no-shows.
- [BUG] live stream tv ends when a matches does doesn't wait till stream is over 5stack-panel#633: the tv stream and relay now stay up until viewers have seen the end of the match, instead of cutting off the moment it ends.
- #626: only rate players who actually played; benched subs of a full side are no longer marked as no-shows - #633: keep the tv stream and relay up until viewers have seen the end of the match
- a map still in play means the match was ended mid-map, so wait out tv_delay; otherwise the plugin already waited and stops the tv 5s later - relay viewers get the fragments they buffered: 8 x the server's keyframe_interval - only schedule the stop on the transition into a terminal status
