Problem. The GCC port's `ar` (`vms-ar.c`) runs `library /replace/create libx.a x.o,...` over objects that GNU as wrote through RMS. LIBRARY's OBJECT path `fopen()`ed the translated POSIX path instead. On the product runtime the volume's files are not at that path, so the gate on #1810 failed with `%LIBRARIAN-E-OPENIN, error opening object file - VDA0:[SYSTMP]TWOA.O`. DUMP had the same bug class (vms-5303e).

Fix. The input objects, the library itself and `/EXTRACT/OUTPUT` now go through RMS. Reads use `rms_read_over_acp`. Writes use `$CREATE` with FIX and no record size, then `$PUT`, which is byte-exact and the same path LINK.EXE and LIBRARIAN.EXE use. The host defer is DUMP's: no executive, or a kernel-mounted unit, still uses POSIX. `ovmx_olb.h` is split into `olb_parse` / `olb_build`, and `olb_read` / `olb_write` keep their bytes.

Tests.

  • New: `tests/qemu/test_syssvc_dcl_library_acp.c` drives DCL.EXE on a real `/dev/vms`. It covers a create from two RMS-written objects, checking the bytes read back over the ACP, plus LIST, an EXTRACT/OUTPUT byte-exact round-trip, and a fail-honest check on a missing object.
  • Negative control: `defects.d/dcl-library-object-posix-io.defect`. `facility_defects.sh coverage` and `selftest` both pass.
  • Host, run locally: `tests/dcl/test_library_object.sh`, `test_library.sh` and `toolchain-olb-roundtrip` all pass.

This unblocks #1810, the native multi-file build on OVMX/Alpha with GCC + AR + LINK.

LIBRARY's OBJECT path fopen()ed the translated POSIX path. On the product
runtime the volume's files are not there, so objects that GNU as wrote
through RMS answered %LIBRARIAN-E-OPENIN. The GCC port's ar
(`library /replace/create libx.a x.o,...`) therefore stopped the native
multi-file build on OVMX/Alpha at the archive step.

The objects, the library and an /EXTRACT/OUTPUT file now go through RMS:
reads use rms_read_over_acp, and writes use $CREATE FIX with no record size
plus $PUT, which is byte-exact. LIBRARIAN.EXE and LINK.EXE already do I/O
this way, and DUMP was fixed the same way (vms-5303e). The host-defer
condition is unchanged and the same as DUMP's: no executive, or a
kernel-mounted unit, still uses POSIX.

ovmx_olb.h gains olb_parse and olb_build, the in-memory halves of olb_read
and olb_write. Those two are now thin wrappers, so their bytes do not
change.

Test: tests/qemu/test_syssvc_dcl_library_acp.c drives DCL.EXE against a
real /dev/vms. It creates a library from two RMS-written objects, reads it
back over the ACP and checks the member bytes, then runs LIST and an
EXTRACT/OUTPUT round-trip. A missing object must fail honestly.
Negative control: defects.d/dcl-library-object-posix-io.defect.

…ODS-2 volume

LIBRARY's object I/O now goes through the Files-11 ACP. The suite's fixture
was a mkdtemp() directory under a POSIX logical, so it moves to VDA0:[OVMXDIR]:
the files are written through RMS and the /COMPRESS/OUTPUT library is read
back over the ACP. The assertions and negctl anchors are unchanged. The
dcl-library-compress-noop injection now targets the olb_lib_write line.
