Per-verb re-classification with code paths and tests: TELNET/FTP/WRITE/MAIL/LIBRARY tables, SET/SHOW/TCPIP per-sub-verb tables, RUN own oracle-pinned layer, INSTALL delegated to INSTALL.EXE (install.c IVQUAL), HELP accept-all by design. Known gaps listed in the row (SHOW CLUSTER is the cluster lane's; SET FILE/VERSION_LIMIT and SET MESSAGE flags are stored without full effect). Supersedes #1808 (closed). Do not merge before #1800 (TCPIP) and #1807 (LIBRARY compress) land -- the row cites them.
