SET was accept-all: SET/ZQ DEFAULT x and SET FILE/ZQ f dropped the qualifier and ran. SET's qualifiers belong to the sub-verb, so cmd_set validates against a per-sub-verb table of exactly what each handler reads (DEFAULT PROMPT VERIFY NOON ON MESSAGE CONTROL PROCESS FILE UIC WORKING_SET TIME HOST ENTRY QUEUE). Self-validating sub-verbs (TERMINAL ACL PROTECTION PASSWORD ACCOUNTING VOLUME SYMBOL) and SET AUDIT (always honest-unsupported) are unchanged.
Also: SET FILE/TRUNCATE (used by the tier-4 MMK corpus) is now a real truncate-to-EOF so it is not caught by the new rejection; SET MESSAGE /NOFACILITY etc. were read as never-matching names and are now read via the negated flag.
Known gaps found, not fixed here: SET MESSAGE flags are stored but never consumed by dcl_error; SET FILE/VERSION_LIMIT is acknowledged without effect.
Tests: tests/dcl/test_set_qualifier_validation.sh, tests/qemu/test_syssvc_dcl_set_quals.c (exit 77 w/o executive). Negctl: dcl-set-quals-accept-all.
