plugin-manifest.schema.json 里 requiresTools 的 description 还写着 #1763 已取消的旧规则，这里只改这一句：

• 旧：An ID of another plugin is a qualified ID and needs a verified official origin when short.
• 新：An ID is short or <pluginID>:<id>; a short ID defined by more than one enabled plugin belongs to none of them.

校验规则、能力版本、fixture 和 Core 代码都不变。

范围检查 / Scope checks

• 功能矩阵：没有更新，没有用户可观察的变化。“Verify Platform Feature Matrix” 把 shared/contracts 算作实现路径所以失败，请 reviewer 决定是否加 matrix-exempt。作者没有添加该标签。
• 契约同步：合入后在 lithe-plugin-docs 运行 contract.mjs sync。没有新协议、新能力版本或新宿主方法。
• 日志、i18n、逻辑归属、性能、设置、发行包、重构：N/A，没有代码改动。

验证 / Verification

• 没有启动 Lithe 应用

Scope Check

• 已完整审查唯一文件的改动：shared/contracts/plugins/v1/plugin-manifest.schema.json:114 仅更新描述，未改变校验约束或运行时行为。
• 新描述与 base 已有的工具链 README、Core 的 tool_id 校验及 registry 冲突处理一致。
• 未找到可验证的关联 Issue；按 PR 声明的描述修正目标核对，已完成。
• 不涉及新增上游能力或架构边界变化；公开契约副本仍需在合并后同步。

Summary

本次修正消除了 schema 与现有契约规则的不一致，未发现本次引入或加剧的问题。

Verification

• 静态检查了指定 base…head 差异、相关契约 README，以及 Core 的 validate_required_tools、tool_id、registry。
• 作者报告 verify-shared-contracts.sh 通过；提供的检查记录显示 CI tooling 成功，功能矩阵检查失败，仍需维护者核实并处理。
• 本次未运行代码、测试、脚本或应用。Swift、Windows 和 Rust Core 测试在提供的检查记录中均为 skipped；未独立验证公开契约副本同步。
