Move to scverse cookiecutter template

For consistency and easier maintenance, I'd like to make pydeseq2 use the official scverse cookiecutter template (https://github.com/scverse/cookiecutter-scverse/).

As part of that, I'd suggest switching to hatch-vcs that will retreive version numbers from git tags instead of relying to manually bump versions.
