Placeholder issue to log and discuss the idea of allowing tutorials contributed from SAP community members.

I'd be very happy to get involved here 👍 I've added a simple description to the issue above, and these are thoughts and stuff that I discussed with @jung-thomas today:

• need a separate repo (e.g. "community") in the SAP-tutorials org
• we have meta tutorials (how to write tutorials) which will be essential
• the main README in the new "community" repo would give an overview of the process & requirements, and point to the various meta tutorials
• there's no need for these tutorials to have questions, and if we can not have questions, then we don't need a -Contribution repo sibling to store the rules.vr content, and we can then treat the content like any other repo, i.e. goes "public" when a pull request is merged and the downstream actions in the tutorial system kick in
• identities are GitHub based so all good there

How can we do preview if we only have one repo? We want the simplicity of a single repo, but also not give up too much functionality.
Still support rules.vr but just allow visibility to it? Is that better than not having it at all?
