add compatibility checks for protobuf oneof fields

There are no compatibility checks implemented for oneof fields.

**Describe the solution you'd like**
Don't allow removal of fields from oneOf
Don't allow adding existing fields to oneOf
Single existing field can be moved to new oneOf
