Add Plot-to-Reel video generator for Instagram content

Private tool page (noindex) that renders the live-plot engine into
a vertical 1080×1920 H.264 MP4 using WebCodecs VideoEncoder + mp4-muxer.
Reuses the same getPointAtLength stroke engine from plotter.js.

Features: suit picker, ink color, duration/fps controls, real-time
preview, deterministic frame-accurate encoding, HUD overlay with
bed label/progress/ink meters, branded end card with crossfade.
