GET /releases/branches.php serves stale/inconsistent latest from CDN edge cache

Describe the bug

Since around the 8.5.10 release, repeated requests for this endpoint intermittently return "latest": "8.5.9" or "latest": "8.5.10" for the 8.5 branch.

Steps to reproduce

Hard to reproduce. However, some package managers rely on this for latest release detection, as evidenced by version checks and upgrades flapping between two versions.

Expected behavior
