Normalize .code-workspace to match the companywide template

Rewrite from a near-empty stub to the shared editor/workbench
baseline (theme, fonts, RuboCop code actions, Ruby-appropriate
files.exclude) with launch/tasks/extensions wired to bundle exec
rspec and rubocop.
