Subject: [PATCH] Publish.ps1: only match a real Nerdbank.GitVersioning package
 reference

The project search matched any csproj whose text mentioned Nerdbank.GitVersioning,
including a comment in the Demo project, which has no GetBuildVersion target, so
the script failed before tagging. Match the PackageReference element instead.
