SED-ML number of steps

When I upload my OMEX archive with a SED-ML document in it, and I have a line like this:

<uniformTimeCourse id="simulation1" initialTime="0" outputStartTime="0" outputEndTime="20" numberOfSteps="20000”>

When I go to the Simulation panel, I see

This says 20001 data points. If I ask for 20001 number of steps, I get 20002 data points. I am not keen on asking for one thing and getting another.
