[Bug]: Lack of some translations in v34

Bug description

After consequent updating of NC32->NC33->NC34 I am observing lack of translations in some parts of Nextcloud UI, though they are present in NC32. Eg on the page /index.php/settings/admin/ I see that the titles Personal and Administration are not translated any more. There are other parts in the UI where the translations have disappeared.

Steps to reproduce

1. Upgrade to NC34
2. Observe that the translation (localisation) disappeared in some parts of the UI.
3. Compare that the localisation is present in Transifex.
4. Test with the settings page, where Personal and Administration titles are no more localised.

Expected behavior

The translation should be consistent across versions and present in new updates.

I can confirm this bug on my instance (Nextcloud 34.0.2, German UI). The settings page shows the section titles "Personal" and "Administration" in English, while the rest of the UI is correctly translated to German.
