[Bug]: Missing static content in user manual (core/doc/user)

Bug description

When I go to https://my.nextcloud.domain/core/doc/user/index.html then I get pure html without styles. I looked at the files on the server and noticed that there are no _static and _images folders in core/doc/user folder.

This has been going on since version 32.0.X

Steps to reproduce

1. Go to https://my.nextcloud.domain/core/doc/user/index.html
2. See pure html without styles

Expected behavior

1. Go to https://my.nextcloud.domain/core/doc/user/index.html
2. See html with styles like https://my.nextcloud.domain/core/doc/admin/index.html
