Bug description
When I go to https://my.nextcloud.domain/core/doc/user/index.html then I get pure html without styles. I looked at the files on the server and noticed that there are no _static and _images folders in core/doc/user folder.
This has been going on since version 32.0.X

- Go to https://my.nextcloud.domain/core/doc/user/index.html
- See pure html without styles
Expected behavior
- Go to https://my.nextcloud.domain/core/doc/user/index.html
- See html with styles like https://my.nextcloud.domain/core/doc/admin/index.html
