Subject: [PATCH] CI: use supported FreeBSD 14.5 VM

FreeBSD 13 package repository metadata is no longer available, so dependency installation fails before configuring or testing snmalloc. Move the existing Debug and Release jobs to supported FreeBSD 14.5.
