Adopt published RapidMembership 10.4.4 shutdown repair

Use the single published repair batch for native view learning, terminal-cohort handoff and singleton completion. Keep the central package pin as the version authority in the Orleans ADR.

Producer proof: 748 local native tests and coverage, all six Linux/Windows/macOS qualification and 0-to-30 silo jobs plus CodeQL, 2253 original successful CI test executions, and public NuGet provenance/license checks for all three packages. Consumer restore and governance/partition/source-closure checks pass. Consumer Debug build and runtime checks remain pending; the full Release workflow runs on this checkpoint.
