"no-warn-script-location" option is wrong

When I install something using "pip", I got this warning. When I set "no-warn-script-location = false" in pip.ini, there is no such waring. So I wonder if it's something wrong with this option.

The PythonEmbed4Win.ps1 creates pip.ini in the top-level of the installation as

# pip.ini
#
# this file was added by PythonEmbed4Win.ps1

[install]
# this embed installation does not add itself to the shell environment PATH; do not warn about that
no-warn-script-location = true

Yet the no-warn-script-location does not seem to have an effect.

I think it's because there is no environment variable VIRTUAL_ENV used. Docs.
