WindowsUtil missing

Where do you get "WindowsUtil"? It does not exist in my Unity version(2022.3.27f1).

I kinda rawdogged it, in this Project: https://github.com/maximbigler/unity-air-hokey. It is not using this Project, but I could connect two mice with two diffrent outputs. It even uses the "new" InputSystem from Unity. I hope this helps you. If not you can ask me and I could look into it.
