Add IPM Sync pull event handler

Add a pull event handler class that uses the new IPM Sync command from intersystems/ipm#1117

This is strictly better for handling deletes than the PackageManagerReload pull event handler that just does uninstall / install every time.

Should include IPM version checking or feature detection.
