Outcome

Use metadatastician/sim-insolvency as the first full external reference consumer of Bag’s zero-hosted-minutes CI path.

Scope

• Add a data-only Bag manifest covering Sim Insolvency’s Guix, AffineScript, typed-wasm, Zig, Idris2, Verisim, Gossamer/Burble ports, scenario, replay, certificate, fuzz, benchmark, and documentation gates as those commands become available.
• Record exact capability requirements and absolute checkout/workdir handling.
• Exercise signed pass, failure, suspension, tamper, stale-SHA, and replay behaviour.
• Keep legal/rule-pack review failures distinct from technical build failures.
• Document the private-repository setup and the transition from manual invocation to webhook/self-hosted automation.

Acceptance criteria

• The private Sim Insolvency repository can run its authoritative check surface locally through Bag with zero GitHub-hosted minutes.
• Results are signed, replayable, and bound to the exact Sim Insolvency commit.
• Missing immature estate dependencies suspend with explicit reasons rather than producing false greens.
• The integration becomes a reusable example for other multi-language estate repositories.
