Add reviewable person identities and labels #85

The current actor capability groups similar faces under anonymous IDs. #75 will turn repeated detections into useful appearances, and #74 supports matching from a reference image, but neither gives users a reviewed list of known people.

Add a repository-specific people list that users can manage from Desktop, CLI, HTTP, and MCP.

Expected behavior:

  • Let users give a person a display name, aliases, notes, optional biography details, and reference images.
  • Link or unlink anonymous face groups and appearances from that person.
  • Support correcting accidental merges and splits without changing the source video.
  • Keep reviewed names and links when the video is reindexed.
  • Show several representative appearances when asking “Who is this?” rather than relying on one face crop.
  • Allow the optional local language model to suggest descriptions only from visible or spoken evidence; the user must approve anything saved.
  • Do not automatically infer celebrity names, demographic details, or identity across repositories.
  • Allow users to remove the saved identity, references, and generated matching data without deleting the video.

Once reviewed, the same person should be usable in search results, evidence boards, and clips.
