Auto-scrolling to anchor doesn't work if hash target is in details element

If the browser hash changes and the hash target is within an expander, the automatic scrolling doesn't work.

Steps to reproduce:

1. Open https://www.fipguide.org/en/operator/cie/#sources
2. Click on the first backref of the first source
3. Click a second time

Only the second click will scroll to the location.
