Subject: [PATCH] chore: stop Dependabot adding major, minor or patch labels

Set each ecosystem's labels explicitly (dependencies plus the ecosystem).
Left to its defaults, Dependabot also applies a semver label whenever the
repository has one, which release-drafter then reads as a version bump.
