Remove library/usage and library/roadmap

Any objections to remove these two pages from the doc site? They are pretty useless I think...

for roadmap, as a project team, we should have a roadmap. maybe it doesn't have to be public on the doc site.

For usage:

Let me link #942, @salexanian is coming up with ideas on how to collect who uses this, and also maybe come up with a direct way to communicate with our users. I thought we should at least temporarily remove this tab/sheet since it's literally useless.

For roadmap:

I think we have some short language on how we will use GitHub tickets to manage that, and use the milestones to keep track of upcoming updates?

On the page, currently we have:

• More tail estimators described by the CAS Tail Working Party: ?
• Parity with estimators in the R ChainLadder package: this is mostly done, and didn't we have that discussion about removing the tests in R?
• Expand, improve and seek independent review of stochastic estimators: ?
• Standardize vector-like hyper-parameters: not good? but important
• Multi-core processing: ?
• Better GPU support: ?
• Better JSON support: ?
• Cleaner sub-triangle management: ?
• Automated testing of docs: pretty good now / done?
• Better dependency management: pretty good now / done?

Anyway, I think these should become tickets if they are worthy, and I propose that we remove this page.

I added some comments on "users" in #942. The roadmap has been superceded by the Project Board, so we can link to that instead rather than to try to maintain two lists. This displays the features that people can expect per release milestone.

Since it's just a link, I don't think it warrants its own page. We can simply have "Roadmap" be section header in a bigger page (perhaps the About page) and have the link underneath it.

Speaking of milestones, per @henrydingliu's comment in #1027, should we discuss whether 0.11.0 is next, or should we try to jump straight to 1.0.0?

Sounds good, I think we can even consolidate with Questions & Issues? Let me play around with this and I can propose something via a PR.
