Subject: [PATCH 1/2] [Conformance] Drop a passing sep-2243 check from the
 2026-07-28 client baseline

Delete line 2, `http-invalid-tool-headers:sep-2243-invalid-tool-tools-list-gate`, from `tests/Conformance/conformance-baseline-2026-07-28.yml`.

On `main` 16836d4 that scenario passes 11/11 with `@modelcontextprotocol/conformance@0.2.0-alpha.11`, so the baseline expects a failure that no longer happens.
