Add org-wide community health files (fixes onboarding for all 13 repos at once) #1

This repository currently contains only profile/. GitHub falls back to the org's .github repo for any community health file a project repo doesn't define, so adding them here fixes every repository in the organization in one PR.

Currently missing:

  • CODE_OF_CONDUCT.md — Contributor Covenant 2.1
  • CONTRIBUTING.md — short org-level version pointing to each repo's own guide
  • SECURITY.md — vulnerability disclosure contact and response SLA
  • .github/ISSUE_TEMPLATE/bug_report.yml
  • .github/ISSUE_TEMPLATE/feature_request.yml
  • .github/ISSUE_TEMPLATE/config.yml
  • .github/PULL_REQUEST_TEMPLATE.md

evolith_arch32 already ships bilingual CONTRIBUTING.md and SECURITY.md — reuse those as the base rather than writing from scratch.

This matters beyond paperwork: the org profile README tells contributors to follow contribution guidelines and open issues, and today there is nothing org-wide backing that up.

Acceptance criteria

  • All files above present on the default branch.
  • Opening a new issue in a repo without its own templates offers the chooser.
  • The org profile README links to the Code of Conduct and the link resolves.
