How to create py_binarys that do not assume that python is installed on the system?

The binaries created by py_binary start with #!/usr/bin/env python3. This assumes that you have python installed on your system.

How can you create py_binarys that use the selected python toolchain from the get go?

Thank you, that does help! It took me an unreasonable amount time to understand how to pass the flag, so as an example:

bazel build //:app --@rules_python//python/config_settings:bootstrap_impl=script

(Replace //:app by the target containing your py_binary rule). Is there a way to set that in .bazelrc so that it applies globally without having to pass it on the command line?
