Subject: [PATCH] fix(pr-title-check): Pinned crate-ci/typos to commit SHA of
 v1.50.2

- Upstream dropped the `master` ref which broke the action.
- Replaced the mutable ref with commit SHA so upstream changes cannot alter the spell-check step.
