Add support for conda managed virtual python environments #23

User reported issues with poetry not picking up the right virtual environment upon performing algokit init inside a pre-activated conda virtual environment using python 3.12.1.

The goal is to attempt to re-create the issue and investigate whether poetry has any potential compatibility issues with conda based virtualenvs + ensure jetbrains configs are propagated similar to vscode in starter presets as well (currently its yes only in custom/production)
