:recycle: Rewrite `src/system/dev/`

Overview

Rewrite everything in the src/system/dev/ directory.

Motivation

The serial implementations are needlessly complicated, making them hard to maintain and bug-prone.

Specifications

• Get rid of COBS and multiplexing, in favor of raw serial
• Get rid of commands (e.g printing the small banner)
• Get rid of the serial daemon entirely
• Keep the VFS (virtual filesystem)
