ROADMAP.md records Phase 3 as Complete (2026-07-12). Only that one line was stale. `total_phases: 4`, `completed_phases: 1` and `percent: 25` are correct and deliberately untouched: milestone v1.1 contains exactly four phases (3-6) and Phase 3 is the one complete. Baseline verified green at this commit: 76 passed, 0 failed, 1 ignored.
