Subject: [PATCH] fix(deps): #40 keep the minimum of PHP Insights at 2.12

PHP Insights 2.14.2 needs symfony/console 7.4 or 8, so a project that tests Symfony 6.4 could not install the tools. The other minimums stay raised.
