check if everything* is actually gone when the tos is disabled

i shouldnt see cosmetics, world hosting, social features, etc

anything that requires a backend should be gone if the tos is declined.

MixinRoutesKt (and MixinNavigationKt) have no check for tos acceptance. also the main menu buttons still exist.

in game world host has its own separate toggle not tied to tos (to get back the vanilla lan menu)
