From 6cad645bfa4d5dc4680e3e010ee7c713523a52d5 Mon Sep 17 00:00:00 2001 From: Max Ghenis Date: Mon, 19 Oct 2026 22:47:48 -0400 Subject: [PATCH 1/4] Follow the SNAP statute on ABAWD timing in AK/HI and the FY2026 large-household cap P.L. 119-21 section 10102 has no later effective date for the amended ABAWD exceptions, and USDA applies them from enactment (2025-07-04). Alaska and Hawaii announced 2025-11-01; neither had a good-faith exemption before that date. Both now follow the federal date. 7 U.S.C. 2012(u)(2)(I), as amended by section 10101, caps the additional percentage for households of 9 or more at 200 percent of the 4-person maximum from FY2026. USDA's FY2026 table listed only the per-person increment. Apply the cap from 2025-10-01, with FY2026 caps computed from the published 8-person and 4-person amounts.
