fix a few errors + omissions

1. The timezone in the US is currently PDT / EDT (daylight time), not (as incorrectly written) PST / EST (standard (winter) time). It's very confusing, since In "BST", "S" stands for summer, not standard!

2. Added Chris Fields to members at large standing for re-election
