Where is one supposed to go to request that tool icons be reinstated?

As we know, tool icons have been removed. Users who want them are directed to this Chromium Issue Tracker issue to request them back.

However, that issue was recently closed by a Google developer, who said that any such request should be brought to individual browser vendors since it wasn't a bug in Chromium.

What's going on here? Why is the browser directing users to the Chromium Issue Tracker, while that page says to bring it up to Microsoft?
