bug: lzRead service in Monad testnet is failing

**Describe the bug**
**ReadLib1002** address, which is required for lzRead service is not registered as library in Monad testnet.

**To Reproduce**
Try calling setSendLibrary or setReceiveLibrary function from Monad EndpointV2 contract with **ReadLib1002** address as library address.
