As an operator, iPXE bootstrap server(s) are continually bootstrapped at a regular cadence

Currently the ipxe boot server is not continually bootstrapped (created/destroyed).
(Though the boot.txt configuration is in source control):

iPXE bootstrap server(s) are continually bootstrapped at a regular cadence, just as VPN server(s) are.

• As an operator, I can continually bootsrap VPN users at a regular cadence #16
