verify past rdm_record_state against the version overwrite bug

• check how we can migrate the missing stats which uses rdm_record_state.json file, which was incorrectly computed due to version overwrite bug
• fix past stats (for IT department collection, HR, admin e-guide, circulars, summer student notes and theses), all the migrations done after 15th of July 2026 will not have this bug anymore
