plugin-manifest.schema.json 中 requiresTools 的描述仍写着短 ID 需要经过验证的官方来源，#1763 已取消这条规则：任何插件都可以定义短 ID，被多个已启用插件定义的短 ID 不归属任何插件。只改描述文字，不改校验规则。
